The SEPIA is offered as more of an "old school" approach to embedded design where the developer may reuse the development board with alternative devices. This makes the SEPIA ideal for educational purposes, as the PIC can be swapped out for an alternative part.
The SEPIA is ideal for beginners, who are still learning and experimenting with various devices and their capabilities and may not have chosen a device to specialize in. Specializing in a specific device does have some advantages, especially where certain devices have specific applications.
